What this relationship builds on
Both favor Pressure, Instrumental harm, and Disregard. They may act directly without seeking normative approval, and can stop once the objective is achieved. The Raider prioritizes material Gain; the Decider prioritizes final Control, so the flag means something different to each.
How they see each other
The Raider thinks the Decider sacrifices too much material Gain for symbolic Control, though that Control can secure powerful access.
The Decider sees the Raider as a capable advance operative, but despises how readily the Raider changes allegiance for Gain.
An alliance
While securing a new base, the Decider decides the direction of advance and the Raider seizes supplies and a crucial key.
A rivalry
The Raider wants to sell the flag that symbolizes victory; the Decider sees this as a challenge to ultimate authority.
A close bond
The Decider folds the flag and entrusts it to the Raider. The Raider does not trade it away, returning with only a compass; the other chooses the next leg of the route.
A turning point
The flag proves to be a decoy; the real supplies lie hidden along an old route both had overlooked.
De-escalation & boundaries
The Decider yields one decision about the route; the Raider returns their shared symbol and discloses what was gained.
