Project definition
Strategy uses information, relationships, narratives, incentives, or the design of a situation to change the options someone sees and the choices they make. It can be open or conceal its intent. Pressure directly narrows another person's room to choose through orders, intimidation, conditions, resource advantages, or explicit consequences.
What to observe
Legitimate negotiation, planning, and management skills are not in themselves evidence of harmfulness. Look at how the action treats the other person's information, choices, and boundaries.
Limits
Strategy does not mean intelligence or introversion, and Pressure does not mean stupidity or impulsiveness. Either approach can be sophisticated or crude.
