Once the external goal is achieved or the damage is repaired, when does the conflict end?
Project definition
Instrumental harm serves an external goal. In principle, once that goal is reached, no additional harm is needed. Punitive harm treats making someone pay for refusal, offense, betrayal, or a challenge as valuable in itself. Further costs may follow even after the goal is achieved.
What to observe
Distinguish unfinished repair from continued pursuit meant to cause discomfort after the issue is resolved. Punishment can be calm, sustained, and carried out through procedures.
Limits
Instrumental does not mean less harm or greater compassion. Punitive does not mean uncontrolled rage. Legitimate accountability, limiting losses, and protecting boundaries do not automatically constitute harmfulness.
