What this relationship builds on
Both share Control, Instrumental action and Justification: they value decision power and a defensible appearance, and can stop when the goal is achieved. The Puppet Master uses Strategy to guide choices through relationships. The Enforcer uses Pressure to narrow choices directly through clear discipline.
How they see each other
The Puppet Master sees the Enforcer as a stable organizing force, but fears rigid orders will break delicate alliances.
The Enforcer appreciates the Puppet Master's ability to anticipate resistance, but thinks layers of arrangements obscure where orders come from.
An alliance
During a large relocation, the Puppet Master coordinates the teams' interests. The Enforcer sets shared times, routes and emergency procedures.
A rivalry
The Puppet Master privately lets a key team take a different route. The Enforcer sees the exception as a direct challenge to unified command.
A close bond
When the main route closes, the Puppet Master offers three backup route cards. The Enforcer chooses one and keeps another available. At the new junction, they exchange the keys for their watch shifts.
A turning point
The main route unexpectedly fails. The hidden backup arrangements now need explicit orders to save the whole group.
De-escalation & boundaries
Make the backup routes public, have the Enforcer announce a jointly agreed revision and stop pursuing penalties for good-faith detours.
