Both favor strategy and a defensible appearance. Broker calculates tangible returns first; Puppet Master first protects control of the situation. Broker brings resources and access, while Puppet Master supplies order and direction. They may ally because each is hard to replace.
How they see each other
Broker may see Puppet Master’s coordination as essential support while worrying that Broker is merely one more string being pulled.
Puppet Master may value Broker’s ability to keep resources moving, yet suspect that Broker would switch sides for a higher offer.
An alliance
In a complex partnership, Broker coordinates interests and favors while Puppet Master sets the sequence and permissions, keeping mutually distrustful parties at the same table.
A rivalry
When Broker accepts a higher outside offer and Puppet Master demands loyalty to the original plan, gain collides directly with control and every old favor becomes leverage.
A close bond
After the auction, Broker turns down the higher offer and presses the old chip into Puppet Master’s palm. Puppet Master asks no questions and simply saves Broker a seat by the window.
A turning point
When the core resource is no longer scarce, Broker’s access loses value. If Puppet Master continues to demand obedience without offering returns, the alliance will quickly loosen.

Specify which decisions are shared and which gains each party controls, and preserve the right to refuse without punishment.
