In shadow mode, rules may shift from tools of repair to tools for piling on consequences, so even completed redress cannot end the case. Asking for an apology, accountability, or a record is not in itself retaliation.

When items keep being added to the list solely because the other person has not shown enough pain or submission, accountability has shifted from repair to punishment.

Like the Harvester, the Collector uses procedure to pursue gain, but remains focused on punishment after the loss is restored. Like the Bruiser, the Collector demands an extra price; the Collector wants the penalty to look compliant and justified, while the Bruiser cares less about that cover.
